For a ship with crap guns, this is effectively a detection nerf. She lost torp speed, and in return got her main battery firing range buffed. Minikaze: was once one of two IJN DD's which MIGHT have been considered OP, despite having crap guns and no worthwhile AA. If you think that statement isn't true, let's look at the IJN split line of DD's: Well I'm sure as hell going to have to agree with that! WG, clearly, has different ideas of how to balance ships.

Anything else would be better for the team. Without TRB you are an inferior DD choice. You don't have the speed to open the distance back up. Without smoke it is too dangerous to play on the edge of your concealment since with your speed, pretty much any ship that turns toward you will spot you. Without smoke you would have no way of breaking contact meaning you are dead in a very short time. Stopping the steel rain for 20-30 seconds may be all you need to get your torps back up too. If pursued they have to worry that you are sitting in the smoke waiting for a point blank torp shot, may waste torps on the smoke, or at the least they may approach cautiously allowing you to get away or get back to support. Pop smoke (and possibly speed boost) and run like hell. You don't usually sit in the smoke when trying to get away, you use it like a squids ink cloud. Although I'm assuming you are taking the scenario that the Shira wouldn't stray too far from support, so using the smoke would be feasible to get back to your line before being killed Smoke will only stop you seeing the enemy in some cases allowing them to get closer. What I meant though was if she is caught out and away from support, isn't she dead anyway.
